Does anyone have any idea how this is done? Is this a special program that I
need to buy? I have a magazine that usually is displayed over the web in pdfs
which I cannot stand! This application/tool/whatever it is seems like it would
be so much more easier. Or does anyone else have any other suggestions?

That one is done with about a ton of JavaScript. It's a bad example to

If you want it automated, you'd need to do that with a database, or
possibly with some server side scripting. Other than that, just put the
links on the pages manually.
